1. Do you believe pet overpopulation is a problem in DeKalb County and, if so, from a policy standpoint, what would you do as a commissioner to address the problem and in what timeframe? If you do not think this is a problem, why not?
A: I do believe that pet overpopulation is a problem in DeKalb County; and I think that expanded access to spay and neutering services would help this problem. Increased funding to aid in the expansion of services is something that can be done immediately to help with this. Access to regular preventive veterinary care (through funding) is something that can help as well. I think it’s also important to keep in mind that many times, families lack basic services for the human family members, which causes a strain in caring for the pet family members. So, implementing policies that provide multifaceted resources for families in need can help with pet overpopulation. This is needs to be addressed immediately, and I am committed to keeping this at the forefront of conversations about the pet population, with a goal of substantive change within my first two years in office.

Do you believe the overcrowded shelter to be a problem in DeKalb County, and, if so, from a policy standpoint what would you as a commissioner do to address the issue and in what timeframe? If you do not think shelter overcrowding is a problem, why not?
A: I do think that lack of capacity and shelter overcrowding is a problem for Dekalb County. Again, this is an issue that needs to be addressed immediately; but given that the shelter “expansion” recently occurred, I think the best approach at this point is to provide for temporary annexes to house the pets in need of shelter. Implementing policies that ban breeding and pet stores can help with this issue. Holding regular pet licensing clinics and periodic free vaccination clinics can also help. Regular auditing of pet licensing is essential, and can be implemented immediately.

3. Do you think the months- and sometimes years- long holding of animals in the shelter for the courts is unnecessarily taking up space, costing taxpayers too much money, and causing immeasurable animal suffering? If so, from a policy standpoint, what would you do as a commissioner to address the problem and in what timeframe? Or, if you do not think this is a problem, why not?
A: The lengthy holding of animals for court cases is absolutely a problem, and it can be remedied by filing cost of care and motions to dispose. Creating the position of Animal Advocate for court cases would help to move those processes along. This issue needs to be addressed immediately, and I would seek to help draft or amend the current ordinance to include this. An ordinance revision could address all of the aforementioned issues, and I would like to begin that process in my first year of office, so that it can (hopefully) be passed by the end of my second year as a commissioner.

I can’t say that I have high commitment to something that I don’t fully understand. As an aside, I notice that there is no “moderate commitment” level to choose. That might be helpful for people who are still forming an opinion on certain issues.”
